The Titusville City Council will convene for its regular meeting on Tuesday, October 13, 2026, at 6:30 PM in the Council Chamber at City Hall (555 South Washington Avenue).
The agenda covers major industrial land-use proposals, municipal pension adjustments, municipal code updates, public safety agreements, and regional historic preservation concerns.
Major Land Use & Commercial Development
Space Coast Innovation Park Phase 3: Council will conduct the second reading and public hearing for a major development request on approximately 353.55 acres located south of Shepard Drive, east of S.R. 407, and west of Grissom Parkway. The proposal includes Comprehensive Plan map and text amendments along with a Planned Industrial Development rezoning and master plan to establish roughly 205.53 acres of industrial development totaling 3,542,146 square feet of gross floor area. The Planning and Zoning Commission recommended approval with specific conditions, including sidewalk installation with each phase and a 15.59-acre off-site wetland conservation easement.
Diamond Oaks Subdivision: Council will hold the first reading for the voluntary annexation, Comprehensive Plan amendment, and rezoning of 5.00 acres at 3080 Diamond Road to facilitate a 14-lot single-family residential subdivision. On October 7, 2026, the Planning and Zoning Commission voted 5-0 to recommend denial, finding the annexation not to be a benefit to the City.
Live Local Act Affordable Housing Update: Council will hold the second reading and public hearing to update Chapter 29 of the City Code. This update aligns local development standards for affordable housing projects with recent state statutory changes, modifying definitions, mixed-use standards, and restrictions in historic districts. The Planning and Zoning Commission recommended approval in a 5-0 vote on October 7, 2026.
Administrative Approval of Plats and Replats: Council will hold the second reading and public hearing amending development regulations to allow administrative processing of final plats pursuant to state law. Per previous direction, the measure retains City Council and Planning & Zoning Commission review authority over preliminary plats.
City Ordinances & Public Policy Initiatives
First Responder Pension Benefit Multiplier Increase: Council will conduct the first reading of an amendment to the Police Officers’ and Firefighters’ Pension Plan. Collectively bargained with Local 2445 of the International Association of Fire Fighters and the Fraternal Order of Police, the measure increases the monthly retirement benefit multiplier to 3% of Average Final Compensation for accrued service starting January 1, 2027. The change carries a projected annual city contribution increase of approximately $1,256,711.
General Employees’ Pension Plan DROP II Calculations: Council will hold the first reading of an actuary-recommended amendment to clarify quarterly pro-rated earnings calculations for Deferred Retirement Option Plan exits.
Consolidated Open Space Regulations: Council will consider the first reading of an update overhauling and consolidating open space standards across development types into a single section of the Land Development Regulations. On October 7, 2026, the Planning and Zoning Commission recommended approval in a 3-2 vote.

Artificial Turf Standards: Council will hold the first reading establishing regulations for synthetic turf consistent with state standards, incorporating shoreline protection setbacks and exempting up to 120 square feet from permit requirements.
Street Renaming to Jessie Kirk Court: A public hearing will be held to officially rename Ponce De Leon Drive to Jessie Kirk Court. The change was requested by Brevard County E911 to eliminate dispatch confusion caused by duplicate street names in Cocoa.
Governance, Budgeting & Municipal Operations
Historic Preservation & Federal Section 106 Review: The Titusville Historic Preservation Board requests that Council adopt a proclamation opposing proposed federal rule changes to National Historic Preservation Act Section 106 reviews. Board findings highlight that proposed federal rewrites could eliminate local government consultation rights, potentially excluding Titusville from inter-agency agreements monitoring the impact of SpaceX Starship rocket launches.
Employee Cultural Review Consultant: Under Old Business, Council will consider providing direction on a proposed $74,260 employee cultural review contract.
FY28 Fire Assessment Study: Under New Business, Council will discuss direction on advertising for a proposed FY28 Non-Ad Valorem Fire Assessment Study.
Consent Agenda Highlights: Key administrative items include approving the FY 2027 911 Addressing Interlocal Agreement with Brevard County for $14,148.81, accepting water and sewer easements from Lockheed Martin and Titusville Chance Partners, renewing 2027 Medicare retiree health plan coverage, approving a $35,000 lobbying retainer agreement, and approving final plats for the Riverwind and Elizabeth Oaks developments.
