The Titusville City Council will meet Tuesday night to vote on several major local issues, including a proposed 124-room hotel, neighborhood flooding fixes, a new city fleet management plan, and major planning studies for the city’s future.

The meeting begins at 6:30 p.m. at Titusville City Hall.

New 124-Room Extended Stay Hotel Proposed Near Space Center
Council members will hold a public hearing on a request to build a four-story Echo Suites Extended Stay Hotel along Horizon Drive. The site is located in the Riverfront Center, just west of the former Police Hall of Fame and Museum.

The project needs council approval to reassign land use rights within the development area, transferring 28 unused hotel room permits and converting industrial space to allow for 96 additional hotel rooms.

The Titusville Planning and Zoning Commission unanimously recommended approving the request in July. If approved, developers will still need to complete traffic and environmental studies before building.

Cleaning Up the Lagoon with Septic-to-Sewer Upgrades
The council will vote on spending $122,730 for a five-month feasibility study by engineering firm CDM Smith, Inc. The study will look into converting homes from septic tanks to central sewer lines in three areas: Whispering Hills and Golfview, Lakefront Estates, and Treetop Drive.

Removing old septic systems helps stop dirty runoff from polluting the Indian River Lagoon. Engineers will check if gravity sewer pipes can be used or if new pump stations need to be built on public land. The project will evaluate all 43 properties on Treetop Drive so the city can apply for state grant funding.

$125,000 Drainage Fix for Westwood Villas Flooding
To fix ongoing flooding problems in the Westwood Villas neighborhood, the city plans to spend $124,924 to repair a major drainage ditch located between Westwood Drive and Argyle Drive.

Contractor SDV Services LLC will regrade the ditch banks, reshape the bottom so water flows properly from east to west, clear out blocked drain exits, and lay down special mats and concrete to stop soil erosion. The work will be paid for using extra stormwater fees collected earlier this year.

Switching City Cars to a Leasing Model
Titusville is considering a deal with Enterprise Fleet Management, Inc. to handle the city’s work trucks and light-duty vehicles through May 2030. Instead of buying cars upfront and driving them until they break down, the city would lease vehicles and swap them out every few years before maintenance costs get too high.

Enterprise would also sell retired city vehicles at wholesale auctions and return the money back to the city budget. The contract includes protections that allow the city to back out if budget funds are not approved in future years.

New Contract for City Auditor
Council members will vote on a formal employment contract for City Auditor Amelia Robinson. The contract sets her base salary at $130,000, retroactive to June 15, 2026.

The agreement makes her position a charter role that reports directly to the city council rather than city management. This setup gives the auditor full independence to inspect city records, audit spending, and review internal operations.

Big Plans for Hopkins Corridor and Royal Oak Golf Course
The city is also reviewing proposals for two major land planning projects:

Hopkins Corridor Plan: A $60,000 proposal from the East Central Florida Regional Planning Council to study Hopkins Avenue block-by-block. The goal is to figure out how to attract new businesses, update old buildings, and improve traffic flow.

Royal Oak Golf Course Redevelopment: Engineering firm Zev Cohen & Associates, Inc. submitted a proposal to study the closed Royal Oak Golf and Country Club. The study would gather community feedback, run traffic tests, and look at low-density housing or green space options that fit the surrounding neighborhood.
