The City of Titusville’s Water Resources Field Operations superintendent resigned Jan. 12 following an internal audit that uncovered more than $4,000 in missing or misappropriated municipal property.
The resignation, effective immediately, was confirmed by City Manager Thomas Abbate in response to an email inquiry from Talk of Titusville. According to city officials, the personnel action was taken after preliminary audit results suggested the official violated City Personnel Policy 5-23 regarding the misuse of city-owned assets.
While the city has not publicly named the individual, the matter has been turned over to the Titusville Police Department for a criminal investigation. A comprehensive audit is still underway, and the findings may be referred to the State Attorney’s Office for further review and potential prosecution.
The investigation into internal departmental conduct comes at a time of significant transition and institutional reform. Since the election of Mayor Andrew Connors in November 2024, the City has pivoted toward establishing a more transparent and strategically positioned Titusville.
This shift toward heightened internal scrutiny suggests that the current leadership is committed to a thorough cleaning of the house, ensuring that any residual practices or personnel that do not align with these new, rigorous standards of accountability are identified and addressed to the fullest extent of the law.
