Three derelict commercial properties on South Hopkins Avenue in Titusville have accumulated $872,636.56 in code enforcement fines and fees. Brevard County Property Appraiser records show the parcels are owned by C Cubes Landing LLC. State corporate filings identify Tuan Le as the registered agent and an authorized manager for the active Florida company.

Titusville City Council Member Megan Moscoso recently highlighted the mounting penalties in a public statement addressing long-standing community complaints regarding the sites. The penalties span three contiguous addresses along the Hopkins commercial corridor: 3304, 3306, and 3310 S. Hopkins Ave..

According to city code enforcement records, 3304 S. Hopkins Ave. carries the largest balance at $594,178.53. This includes $178.53 in hard costs, with daily fines running since May 22, 2024.

The parcel at 3306 S. Hopkins Ave. owes $173,415.75, which includes $165.75 in hard costs, from fines starting May 25, 2023. The property at 3310 S. Hopkins Ave. accounts for $105,042.28 in fines running since May 30, 2025.

Both 3304 and 3306 S. Hopkins Ave. remain in active violation with daily accruing fines. Moscoso stated that Florida law prevents municipal governments from simply entering private property to clean up poor conditions.

Instead, the city must follow statutory legal procedures that require issuing code violations, assessing fines, recording property liens, and pursuing litigation through the courts.

She noted that Titusville recently hired a new City Attorney to bring more legal work in-house. This move is intended to accelerate court actions on long-standing code enforcement cases.
