The Titusville City Council is set to meet tonight, Tuesday, Sept. 9, at 6:30 p.m. to address several key issues, including infrastructure, community development, and public safety.
The meeting will be held in the Council Chambers at City Hall, located at 555 South Washington Avenue.
Infrastructure and Roads
The council is expected to consider a Change Order for the Fiscal Year 2025 Road Reconstruction/Resurfacing Project. The item proposes an additional $338,079 to Masci General Constructors, Inc.
The change order addresses unforeseen issues with concrete driveways that were found to be in poor condition and below the new grade of the improved roadways.
Additionally, an extension for the design of the Sisson Road force main is on the agenda. The Public Works Department is requesting the extra time to complete the design after a change in the project’s scope.
Public Safety and Fleet
Council members are also scheduled to discuss a maintenance and repurchase agreement for a Vactor Impact Sewer Cleaner. The specialized equipment is used by the Public Works Department.
The proposed agreement with Environmental Products Group, Inc. would cost $15,800 annually for five years and includes a guaranteed buyback amount of $71,000, which the city can use toward a replacement vehicle.
Community Development and Social Services
A significant item for residents is a public hearing for a Conditional Use Permit for a St. Francis Reflections PACE Center. The organization is seeking to operate an adult day care facility at 1250 Grumman Place.
The facility would occupy a 19,950-square-foot space and provide recreational and medical support for adults.
In other community-focused business, the council will consider a budget amendment for the CRA, which would reallocate funds to the Broad Street Project to advance redevelopment initiatives.
The creation of a temporary “Social Services Ad Hoc Committee” is also on the agenda to address community needs and service gaps at the Harry T. Moore Social Service Center.
Financial and Human Resources
The agenda includes the renewal of the city’s property and casualty insurance lines for the 2025-26 fiscal year, with a total premium of $1,527,977.96.
The council will also review the renewal of the Administrative Services Medical plan with Aetna and discuss the employment agreement for the city attorney.
The council is also scheduled to receive a presentation from Marketing Alliance on a comprehensive strategy for the Economic Development Department. The plan aims to strengthen the city’s brand and enhance outreach to businesses and residents.
