Homeowners Oppose Rezoning Request for New Development at Royal Oak Golf Course

The City of Titusville may undergo a significant transformation in its landscape as Toulon Apartments MS LLC, a Brooklyn-based real estate development firm, has put forth a proposal to redevelop the 149-acre Royal Oak Golf Course & Country Club.

The property was recently acquired by Toulon Apartments MS LLC for $4.5 million in June 2022.

The proposed development project aims to rezone the existing golf course and construct a massive residential project consisting of 1,038 residential units, including apartments, townhomes, and single-family lots

The proposed development by Toulon Apartments MS LLC includes rezoning and land use change for the 147-acre golf course. The project would involve the construction of 380 apartment units, 541 townhome units, and 117 single-family lots, resulting in a total of 1,038 residential units.

However, the proposed redevelopment plan has faced opposition from local residents. Concerns primarily revolve around the environmental impact of developing the green space and the potential increase in traffic on the neighborhood’s small streets.

Some local residents fear that the project will have adverse effects on the environment and strain the already burdened infrastructure due to an influx of additional cars and people.

Some nearby homeowners who share property lines with the golf course property have started a Facebook page called ‘Voice of Titusville Royal Oak Home Owners’ and a website StopTheRezoning.com

The website says the organization members “are a concerned group of neighbors and friends who’s goal it is to preserve the pleasant, peaceful lifestyle we moved to the Royal Oak area of Titusville to enjoy. We see the proposed development of our former golf course as a threat to the life we enjoy so much.”

The website also says the organization “would like to preserve the intent of Titusville’s Master Plan and retain the current zoning standards while maintaining our community as a desirable location to raise our families, retire or visit. Rezoning to high density apartments is in NO WAY consistent with that Plan”
