City Council Meeting – March 28th, 2023

The Titusville City Council is scheduled to meet on March 28, 2023, with a number of notable items on the agenda. Key topics include a change in board membership, funding redistribution, and various amendments and agreements.

Board Resignation and Reappointment

Julie Weaver has resigned from the Titusville Environmental Commission, with her term set to expire on November 30, 2023. The council is expected to approve her appointment as a regular member of the North Brevard Library District Board for a term ending September 30, 2023.

Contract Threshold Increase

The council is set to approve a contract threshold increase for Control System Integration Services Contract #SV22P043 with Rocha Controls of Tampa, Florida. The increase will raise the threshold from $150,000 to an anticipated $325,000 per contract year or up to the support of existing budgeted funds.

Master Lease Purchase Agreement

The council will consider approving Resolution 10-2023 related to the Master Lease Agreement, as well as the Master Lease Purchase Agreement – Line of Credit with JP Morgan Bank for General Fund Capital Vehicles and Equipment.

Legal Services Engagement

The council is expected to accept and approve the Engagement Letter from bond counsel Rhonda Bond-Collins, Esq., of the Bryant, Miller, Olive Law Firm, and authorize the Mayor or City Attorney to sign the engagement letter.

Auto Aid Agreement Renewal

The council will consider authorizing the renewal of the auto aid agreement between the Titusville Fire Department and Brevard County Fire Rescue, as well as authorizing the Mayor to execute the agreement.

Elected Officials Compensation Proposed Adjustments

During the first reading, the council will discuss Ordinance No. 21-2023, which proposes amending Section 2-28 of the Code of Ordinances. The amendment would increase the salaries of councilmembers and the mayor.

Mayor and City Council Office Advisability

The council will consider directing staff to pursue establishing an office for the Mayor and City Council at the Chamber of Commerce building. This would include adding the associated costs in the FY24 proposed budget.

Land Use Amendments and Rezoning

Several small scale comprehensive plan amendments and rezoning requests are scheduled for public hearings, including those related to properties on Knox McRae Drive, Interstate 95 and State Road 406, and Palmetto Street.

Clean Water State Revolving Fund Loan Amendment

Lastly, the council will address Resolution No. 9-2023, which involves accepting the Clean Water State Revolving Fund Loan WW050340 Amendment 1. This amendment would increase the loan amount from $4,889,000 to $9,528,453 for the construction of the Indian River Force Main Improvement Project. The City Manager would also be authorized to execute the amendment.
