SOUTH CARPENTER WATER MAIN EXTENSION
Currently, South Carpenter Road has a 10-inch water main serving the area from Garden St south to Audrey Drive. In addition, on the southern side of South Carpenter Road, the City of Titusville has another 10-inch water main which serves the area from Fox Lake Road to Rambling Acres. Between Rambling Acres and Audrey Road there is no water main.
In an effort to improve the water service in the area, the proposed project will connect the two dead end mains with a new 2,900 foot 10-inch water main. This water main will provide water for additional customers, improve water quality at the existing two dead ends, increase fire flows in the area and provide a hydraulic loop.
HOPKINS ROAD RESURFACING/BIKE LANE
On November 12, 2019, the City Council awarded a contract with Kimley-Horn and Associates, inc to provide traffic engineering continuing services.
On October 27, 2020, the City Council approved the disbursement of transportation impact fees which included a study into bicycle improvements in the budgeted amount of $165,250. The City of Titusville Public Works Department requested the attached scope from Kimley-Horn to review those areas as identified by the City’s mobility plan.
It is recommended that City Council Approve the award of Work Order #1 to Kimley-Horn and Associates, Inc in the amount of $84,490.20 to provide engineering consulting services including, but not limited to, review of multiple locations for bicycle improvements and preparation of a presentation to City Council, additionally authorize the Mayor to execute the Work Order.

PROJECT UNDERSTANDING
This project is intended to provide additional analyses on four recommendations from the Titusville Multimodal Master Plan. The analyses are intended to prepare the projects for a subsequent design phase, which is to be authorized separately.
The previously recommended projects consist of:
1) Adding bike lanes on Barna Avenue from Jamaica Street to Park Avenue.
2) Adding bike lanes on Harrison Street from Park Avenue to Demaret Drive.
3) Adding bike lanes on Harrison Street from Demaret Drive to US1
4) Providing an 8’-10’ wide sidewalk on Deleon Avenue from Harrison Street to Gilbert Street.
For Barna Avenue and the eastern portion of Harrison Street, the City desires to determine whether it is advisable to remove the left-turn lanes in order to install bike lanes during a resurfacing or restriping project.
For Deleon Avenue and the western portion of Harrison Street, the City desires to determine the recommended typical section for bicycle / pedestrian facilities.
LIGHTING ON U.S. 1
The City of Titusville owns and maintains the lighting system within the medians of US#1 known as the whiteway lighting system. The light poles and arms within this system are regularly in need of replacement due to damage/wear which is best accomplished with having an annual materials contract in place with a supplier. The City last solicited for bids in 2016 and the current contract is set to expire December 2020.
Install and Maintenance of Floating Wetlands Islands built by Beemats LLC
CITY COUNCIL RECOMMENDED ACTION:
Approve Amendment 1 to contract SV19B006 between the City and Beemats, LLC of New Smyrna Beach, Florida for the addition of services to be provided at Draa pond and the Osprey pond for the additional contract authorized amount as listed in Exhibit 1 $299,250 which increases the total authorized contract amount to $599,258.50 over the four year period of installation and maintenance, which runs from 2019 to 2023 for the floating wetland islands.
This amendment adds two additional ponds and authorize the Mayor to execute this amendment to the contract SV19B006, subject to review and approval by the City Attorney and City Manager. In addition allow Purchase Orders to be issued on an as needed basis not to exceed the authorized contract amount.
Summary Explanation & Background:
A Contract was approved by City Council at their February 26, 2019 meeting for the amount of $300,008.50. This amendment will add two more locations to the contract, Draa Field and Osprey Plant Ponds.
The City has received grant funding from the Brevard County Save our Indian River Lagoon Plan towards the installation of the new islands and will receive an additional credit towards water quality removals required by the City’s Basin Management Action Plan for the Indian River Lagoon for these projects.
