The Titusville City Council will tackle a heavy agenda of infrastructure investments, public safety upgrades, and a new zoning ordinance aimed at the aerospace industry during its regular meeting on May 26, 2026.

The meeting, scheduled for 6:30 p.m. at City Hall, features several significant expenditures and land-use decisions that present financial and administrative trade-offs for the public.

Aerospace Zoning Expansion
The council will conduct the first reading of Ordinance No. 11-2026, which amends the Planned Industrial Development (PID) and other commercial zoning districts to cater to the region’s growing aerospace sector. The ordinance expands the definition of “Light Manufacturing” to explicitly include the design, testing, and production of spacecraft, missiles, rockets, and drones.

While the change is designed to attract aerospace businesses, it introduces the potential for heavier industrial impacts, such as missile testing, into areas designated for light manufacturing. Additionally, the ordinance alters the zoning for childcare facilities within the PID district to a “limited use”. This administrative change removes the requirement for a conditional use permit and a public hearing for childcare centers in these industrial zones, eliminating a formal venue for residents to voice concerns about specific facilities.

Infrastructure Spending and Trade-offs
The Public Works Department is requesting several major equipment purchases, some of which require financial maneuvering:

  • Used Excavator: The city plans to spend $85,511.88 on a used 2017 Gradall Telescopic Excavator to maintain ditches ahead of the rainy season. However, to fund this unbudgeted purchase, the city will officially defer the planned acquisition of a new 1/2-ton pickup truck and a 4×4 SUV to future fiscal years.
  • Sewer Lift Stations: A $158,520 contract is slated for Power and Pumps, Inc. to replace aging pumps and motors at seven wastewater lift stations. Despite soliciting 1,275 suppliers, the city received only one bid for this project. To cover the cost, the city must transfer $112,320 from capital improvement funds into the operating budget.
  • Stormwater Vacuum Truck: The council will vote to authorize a $549,575 purchase of a new stormwater vacuum truck via a master lease agreement, obligating future city budgets from fiscal year 2026 through 2030.

Land Use and Planning Conflicts The council will vote on Resolution No. 12-2026 to vacate an unimproved 50-by-188-foot public right-of-way on Avenida Real, effectively transferring the land to the adjacent private property owner, Orange Plumbing Inc.. City staff noted a direct planning conflict with this request.

Vacating the land will result in additional privately-owned property zoned for Light Industrial (M-1) use, which staff reports state is inconsistent with the “Interstate Commercial” designation recommended for that specific area by the city’s adopted South Street Small Area Plan.

Additionally, the council will vote to issue a water supply allocation permit for a proposed 122-unit Woodspring Hotel. The hotel will consume 18,300 gallons of water per day, representing 3.23% of the city’s excess water capacity at the Mourning Dove facility. The council will also vote to remove maximum density standards from the city’s individual zoning districts, instead allowing the Comprehensive Plan to regulate housing density.

Public Safety and Economic Incentives
In public safety, the Titusville Police Department is seeking a five-year, $166,689.60 agreement with Axon to equip 11 incoming patrol vehicles with “Fleet 3” in-car camera systems. The Fire Department is requesting a $3,000 transfer from a restricted citizen donation fund to purchase supplies and car seats for its child occupant protection program.

The council will also adopt a resolution establishing an Assigned Fund Balance for Economic Development within the General Fund. This fund will be kickstarted with $500,812 in remaining unobligated money from the dissolved North Brevard Economic Development Zone (NBEDZ). The resolution restricts these public funds for corporate incentives, including performance-based job creation bonuses and strategic site readiness.

The regular meeting is open to the public and will be held in the Council Chamber at City Hall, 555 South Washington Avenue. Residents requiring physical accommodations must submit a written request to the City Clerk’s Office at least 48 hours prior to the meeting. Attendees wishing to appeal any council decisions are advised to ensure a verbatim record of the proceedings is made.
