A long-term investigation into missing municipal property has culminated in the arrest of a former City of Titusville employee.

Jeffrey E. Wayner, 54, faces felony charges after a city audit uncovered evidence of systemic theft involving public funds and equipment.

The Investigation and Arrest
The case against Wayner began to solidify on January 9th, when Titusville Police were alerted to discrepancies found during a routine City Audit. Investigators allege that the paper trail led directly to Wayner, who served as the city’s Public Works Manager at the time of the incidents.

Following a formal filing of charges on January 21st, 2026, Wayner was taken into custody on a Brevard County warrant. He was booked into the Orange County Jail on February 10th.

Allegations of Misused Funds
According to detectives, the investigation centered on a specific high-value purchase made in September 2024. Police records state that Wayner utilized a city-issued credit card to purchase a John Deere lawnmower from Home Depot, valued at $2,799.00.

Rather than being delivered to a city facility for municipal use, the equipment was allegedly:
Delivered directly to Wayner’s private residence.
Intentionally concealed from city inventory records.
Kept for personal use for a period exceeding one year.

Expanding Scope
While the lawnmower triggered the initial criminal charges, the investigation suggests a broader pattern of behavior. Subsequent audit findings have identified additional city-owned equipment that is currently missing.

Investigators believe these items were also in the unauthorized personal custody of Mr. Wayner.

Employment Status: Wayner resigned from his position as Public Works Manager while the investigation was still active.

The Titusville Police Department continues to work with city auditors to account for all taxpayer-funded property. Wayner now faces charges of Grand Theft, marking a fall from grace for the former high-ranking city official.
