NASA Administrator Jared Isaacman has pushed back publicly against a retired senior NASA manager who warned this week that the agency is on track to lose certified American access to low Earth orbit within four years.

The exchange began Sept. 2, when Phil McAlister published a post titled “NASA Is About to Lose Its Way to Low Earth Orbit” on the LinkedIn platform.

McAlister is not a random spaceflight afacianado commenting from an outsider’s viewpoint. He spent nearly 20 years at NASA and served as director of the Commercial Space Division, where he oversaw the Commercial Crew Program, the Commercial Low-Earth Orbit Development Program and the Suborbital Crew Program. He retired in January 2025 after a stint as a senior advisor at NASA Headquarters.

McAlister’s Warning:

McAlister’s case is relatively straightforward. Today, only one system is certified to carry NASA astronauts to orbit: SpaceX’s Falcon 9 and Crew Dragon, and he says SpaceX intends to retire Falcon 9 once the International Space Station is deorbited in 2030. That is the same window in which NASA expects commercial space stations to begin operations under the Commercial LEO Destinations program.

What Does SpaceX Say About Crew Dragon Retirement?

SpaceX has told NASA it intends to wind down commercial Falcon 9 flights late this decade as Starship comes online, and it stopped building Crew Dragons after the fifth capsule. The company has not announced a retirement date for Dragon, and says it expects the fleet to support the station for years to come.

After ISS, Crew Dragon’s future seems murkier.

McAlister then walks through alternatives and dismisses each one. The Space Launch System and Orion are too expensive for routine orbital taxi work and their flights are committed to Artemis. Boeing’s Starliner is not certified, and the certification work completed so far is tied to the Atlas V, a rocket that is retiring with its remaining boosters already assigned. No work on crew-rating Vulcan has been announced, and Vulcan is still working through its issues with its solid rocket boosters. Starship is being developed to land astronauts on the moon, which McAlister notes is a different mission with different certification requirements, and he says his understanding is that SpaceX has no interest in certifying a crewed Starship for orbital flights.

He is blunt about how the agency arrived here. He writes that NASA, the Office of Management and Budget and Congress have done nothing about the problem since he first raised it three years ago in an article he called “Riches to Rags.” He characterizes the current approach as “benign neglect,” and says the moon is having a moment while LEO strategy has been handed to what he calls the B-Team.

McAlister ties the stakes to Mars. He says NASA needs far more research on how long-duration microgravity affects the human body before it sends crews on interplanetary flights, and a continuously crewed commercial station is the cheapest place to do that work. A research platform is not much use if the agency cannot get anyone to it.

NASA Admin Jared Isaacman Posts A Lengthy Reply

Jared Isaacman, NASA’s Administrator, posted his thoughts on McAlister’s article with a reply on the X.com platform.

Isaacman answered in eight numbered points, and he did not concede the premise.

On Starliner, he said he addressed the vehicle’s situation publicly within weeks of taking the job and that NASA has taken an active role with Boeing on implementing investigation recommendations and moving the spacecraft past its dependence on Atlas V. He said NASA intends for Starliner to carry astronauts to the ISS and to commercial LEO destinations in the years ahead. He agreed that more crewed vehicles would be better, then asked how many major efforts the agency is supposed to run at once, listing the moon program, a lunar base, nuclear power, science missions and the ISS replacement.

He was sharpest on the market question. “You cannot simply slap the word ‘commercial’ on every problem,” he wrote, warning against assuming that deleting NASA requirements automatically produces a cheaper and better result. Someone still has to pay, a provider still has to execute, and if NASA turns out to be the only meaningful customer, he said, the arrangement can get very expensive if it works at all.

Isaacman drew a line between markets that are real and markets that are hoped for. Launch, Earth observation and communications have genuine commercial demand and NASA can be one customer among many. He argued that commercial crew and cargo are not proof the model works everywhere, noting those programs were built on dozens of NASA missions and an iterative path that matured cargo vehicles before anyone attempted a no fail crew vehicle. He added that the category leader is now focused on larger markets, which he suggested says something about the near term economics of the LEO market NASA helped create.

On McAlister’s central proposal, Isaacman gave ground only partially. He said America and NASA are not giving up their astronauts, and stated it emphatically as a commercial astronaut himself, while allowing that if useful research and affordable data become available as a commercial service, the agency would have to look at it, much as it buys Earth observation data today.

He also turned one of McAlister’s own examples around. McAlister cited Blue Origin’s New Shepard, which has flown people to space without NASA certification, as evidence that private crew transport can stand on its own. Isaacman noted that nothing stopped that vehicle from operating dozens of times without NASA as an anchor tenant, and that market realities appear to have spoken. Blue Origin paused New Shepard flights on Jan. 30 for no less than two years, redirecting resources to its lunar program after 38 flights and 98 people flown.

Isaacman’s closing point was institutional. If the goal is to force an economy out of every NASA endeavor, he wrote, the agency probably belongs inside the Department of Commerce.

A Respectful and Thoughtful Exchange

In today’s political and media-driven rancor, a civilized debate between two people with vast amounts of insider knowledge is a welcome change. While going to the Moon and eventually Mars gets much of the attention, a lot of the groundwork for those programs was laid in low Earth orbit and that will continue to be the case for some time. How best to achieve that need is an appropriate discussion and having two experts sharing differing opinions is well worth the time it takes to read what they had to say.

Clearly, the US needs a SMART strategy (specific, measurable, achievable, relevant, and time-bound) for LEO, but currently, there does not appear to be a cogent one available for review.
