The Titusville City Council is set to convene on Tuesday, March 24, 2026, to vote on a sweeping agenda that includes aligning local land use regulations with the state’s updated Live Local Act, establishing new guidelines for public meeting decorum, and greenlighting expansive Independence Day celebrations.

The council will conduct the first reading of Ordinance No. 6-2026, which amends the city’s land development regulations to comply with recent state legislative changes to the Live Local Act.

Under the proposed ordinance, the city must administratively authorize multifamily and mixed-use residential developments in areas zoned for commercial, industrial, or mixed-use, provided at least 40% of the units are designated as affordable housing for a minimum of 30 years.

Developers will be required to execute an Affordable Housing Development Agreement and a Land Use Restriction Agreement prior to receiving building permits to ensure long-term compliance.

To maintain order during public hearings, the council will also consider updating its Council Chamber Meeting Guidelines. The proposed rules enforce a strict three-minute time limit for public comments and restrict the display of placards or signs to the back of the room.

Signs cannot exceed 18 by 24 inches or contain profane material. Furthermore, the council chambers will be designated as a “campaign-free zone,” prohibiting political literature, apparel, and the solicitation of political contributions.

Anticipating the nation’s semiquincentennial, the council is voting on a budget amendment to fund an “America 250” patriotic parade and community event on the morning of July 4th.

Partnering with Indian River City Church, the parade will march down U.S. Highway 1 to Veteran’s Memorial Park, featuring a viewing area with bleachers and live entertainment. Later that evening, the city will host its annual Red, White, and Boom! celebration at Sand Point Park, featuring a $38,500 pyrotechnic display and family activities, with an estimated total event cost of $53,835.

Several operational upgrades are slated for approval on the consent agenda. The council is reviewing a $78,783 contract with Trane U.S. Inc. to clean, disinfect, and encapsulate the HVAC ductwork at City Hall to eliminate airborne debris, accompanying a recently approved chiller replacement.

Additionally, the city plans to purchase $10,206 in DocAccess software to ensure all website PDFs meet federal ADA compliance standards by an April 2026 federal deadline. The city will also acknowledge a $12,000 Clean Vessel Act grant to operate a pumpout boat at the municipal marina, which prevents raw sewage discharge into the Indian River Lagoon.

In response to an uptick in land use development matters, the council is set to vote on Resolution 07-2026, which updates the city’s 1997 quasi-judicial procedures to provide clearer legal guidance for administrative boards.

Finally, the council will conduct a first reading to rezone a vacant 7,840-square-foot lot at 317 Oleander Place from commercial to residential zoning, paving the way for the construction of a new single-family home.
