The Space Coast has emerged as one of the most active stretches of territory in the United States for sustained foreign intelligence operations by China and Russia. Chances are, you’ve seen some of them, or one of their safe houses and never knew anything was amiss. Spies have been here as long as the military, but some reports are saying that the persistent threat is growing worse as space activities expand here.

This has alarmed the FBI, the Defense Counterintelligence and Security Agency, and Florida law enforcement alike. Perhaps this is nothing new, but then again, neither is counterespionage.

New Report Published

That’s the conclusion of a sweeping new investigation by Vanity Fair, whose report — “How Florida’s Space Coast Has Become a Covert Corridor for Chinese and Russian Spies” (warning: paywall) details a pattern of espionage activity in Brevard County that spans drone overflights at Kennedy Space Center and Cape Canaveral Space Force Station, human recruitment operations, and strategic real estate purchases near Patrick Air Force Base. Vanity Fair’s findings were subsequently analyzed by the Spanish-language news site Infobae, which published an extensive breakdown of the intelligence threat on March 19. Their findings are eye-opening.

The area’s appeal to foreign intelligence services is straightforward: there is no comparable concentration of aerospace and defense infrastructure existing anywhere else in the world. According to the Defense Counterintelligence and Security Agency, the Space Coast is home to 21 military installations, three combatant commands, and the world’s most active commercial spaceport — all within a narrow stretch of Brevard County coastline. Other areas may have the design departments, or factories, but it is here that they usually come to put their products into motion.

The DCSA has formally warned of a “significant risk of intelligence collection by foreign entities” in Florida, a designation that reflects the breadth of what adversaries stand to gain: rocket propulsion data, satellite communications technology, submarine arrivals and departures, military operational timelines, launch infrastructure layouts, and a stream of reusable booster landings at CCSFS by SpaceX. In short, an all-you-can-eat buffet of critical American and commercial secrets.

In particular, SpaceX’s reusable launch technology is described by aerospace industry sources quoted in the Vanity Fair report as “a decisive advantage that allows the United States to dominate competition for low-orbit control and maintain superiority in command, control, and early warning.” That advantage is precisely what adversaries want to understand, replicate, or neutralize.

To do so, they come here. And it is very possible you’ve run into one or more of the foreign agents, whether or not you realized it at the time. Those spies work very hard to blend in, to not draw attention to themselves, and to do their work without anyone being any the wiser. And don’t think the operatives all come from another country, many of them are US-born citizens.

On May 14, 2023, former CIA officers Joseph Assad and Michele Rigby Assad were at a local bar when they identified a woman they believed to be a foreign intelligence operative. She was, according to their report, persistently and systematically questioning SpaceX engineers seated nearby. The Assads flagged the interaction to the authorities. It wasn’t the first time. Reportedly, at every major launch event in 2025, counterintelligence officials reported the presence of suspected foreign operators in the area.

The FBI and partner agencies have also warned that foreign intelligence services recruit space industry employees through offers of overseas consulting work, attendance at industry conferences, and, in some cases, direct payment for intellectual property. The bureau’s joint bulletin with the Air Force Office of Special Investigations specifically names Beijing and Moscow as the leading foreign threats to the U.S. space industry.

Perhaps most visible and easily documented form of foreign surveillance has been unauthorized drone activity over restricted military and launch facilities.

In a case that drew federal charges, Xiao Guang Pan, 71, a Chinese-born Canadian resident from Brampton, Ontario, was charged with three counts of using an unmanned aircraft to photograph vital defense installations without authorization. Prosecutors allege he flew over Patrick Space Force Base, the Navy’s submarine base at Port Canaveral, and launch facilities at Cape Canaveral Space Force Station.

Pan’s case was not an isolated incident. A separate and bolder operation was reportedly recorded during SpaceX’s Crew-10 mission in March 2025, when a drone of Chinese origin overflew the restricted airspace above Kennedy Space Center. According to the Vanity Fair investigation, the drone was launched from a vessel offshore, was photographed by authorities, but no operators were identified or apprehended. The case remains open.

Real Estate

Perhaps the least visible — but most legally complex — element of the Space Coast intelligence picture involves property acquisition near sensitive sites.

The Vanity Fair investigation cites a property on A1A near Patrick Space Force Base that was purchased for more than $1 million in cash — a price roughly 300 times the property’s prior assessed value. Federal authorities have flagged the purchase as potentially surveillance-related. 

Brevard County resident Christina Dowd reported to the FBI that she detected anomalous Bluetooth emissions and suspicious equipment in her area, and connected the activity to a media complex south of Orlando with alleged ties to Chinese state entities. She received no substantive response until she pressed the Brevard County Sheriff’s Office, and even then received no information about the investigation’s outcome, according to the Infobae report.

The pattern mirrors a nationwide concern: the U.S. Department of Agriculture has identified approximately 277,000 acres of American agricultural land held by China-linked investors across 30 states, some of it situated near critical infrastructure. Federal authorities have linked a portion of these purchases to suspected surveillance operations.

Lots Of Interesting Things Are Happening Soon

The SLS rocket for the Artemis II mission rolled out to Pad 39B at Kennedy Space Center earlier today in preparation for the crewed lunar flyby mission, which is currently targeted for an early April launch window.

The mission is expected to draw intense global attention — and, counterintelligence officials have emphasized, foreign intelligence operations tend to intensify around high-profile launch events. Mixed in with the crowds of tens of thousands of people, you can be sure that some of them are working for foreign intelligence groups.

The Vanity Fair sources were unambiguous about the stakes: the Space Coast’s vulnerability is compounded, they argued, by a degree of local skepticism that the threat is real. Residents who have grown up watching rockets from their front yards sometimes struggle to see their community as a theater of international espionage.

But the federal record tells a different story — one of drones launched from offshore vessels, operatives working the bar scene near Cape Canaveral, cash purchases of beachside property, and a foreign intelligence apparatus that appears to have concluded that the answers to tomorrow’s geopolitical competition are hiding, in plain sight, between Titusville and the sea.
