The Titusville City Council is set to convene for its Regular Meeting on Tuesday, October 14, 2025, at 6:30 PM in the Council Chamber at City Hall.
The agenda includes legislative action on a major industrial annexation, a final vote on a new housing development, and acceptance of a significant grant for the Fire Department.
Key Legislative and Development Decisions
The Council will review several items related to land use and development, which are subject to public testimony under quasi-judicial rules.
Industrial Annexation and Rezoning (First Reading)
Council will conduct the first reading of three ordinances for Small Scale Amendment (SSA) Application No. 6-2025, which proposes the annexation and rezoning of approximately 9.18 acres near Golden Knights Boulevard and Tico Road. The proposed action would:
- Annex the property into City limits (Ordinance No. 32-2025).
- Amend the Comprehensive Plan to change the land use designation from Brevard County Industrial to City of Titusville Industrial (Ordinance No. 33-2025).
- Change the zoning from County Light Industrial (IU) to City Industrial (M-2) (Ordinance No. 34-2025). The Planning and Zoning Commission unanimously recommended approval (7-0) of the annexation, land use amendment, and rezoning. The Public Hearing and Second Reading for this item is scheduled for October 28, 2025.
Final Plat Approval for Harbor Lakes Subdivision
Under New Business, the Council is scheduled to vote on the Final Plat, Covenants, and Bonds for the Harbor Lakes subdivision, a 28-lot single-family home development located north of Knox McRae Drive. The Planning and Zoning Commission recommended approval of the Final Plat.
Right of Way Vacate Denial Considered
The Council will conduct a public hearing and consider the denial of Right of Way Vacate Application No. 2-2025 concerning a portion of Orange Street. This denial, Resolution No. 18-2025, follows a unanimous recommendation of denial by the Planning and Zoning Commission based on inconsistency with the Transportation Element of the comprehensive plan.
Infrastructure, Public Safety, and Operational Funding
A number of contracts, grants, and operational decisions are packaged on the Consent Agenda, including:
- Firefighter Grant Acceptance: Council will vote to accept the FY24 Staffing for Adequate Fire and Emergency Response (SAFER) Grant award, which provides funding for three firefighters, along with the necessary budget amendment.
- Water Management Study: Approval is sought for a $59,792 task order with Mead and Hunt to conduct a feasibility study for a Reclaim Aquifer Storage and Recovery (ASR) Well to better manage excess reclaimed water in the City.
- TEC Urban Forest Recommendation: Council will consider a recommendation from the Titusville Environmental Commission (TEC) to potentially repurpose the Landscape Management Trust Fund. The recommendation suggests using the fund to provide the majority of support for the Urban Forest Management Plan (UFMP), including funding for an Urban Forester Manager.
- New Development Water Allocation: Approval of a water supply capacity allocation permit is requested for the Big Dan’s Car Wash development on Cheney Highway, allocating 18,298 gallons per day.
- Live/Work Zoning Advisability: Staff is requesting approval for an advisability to draft an ordinance that would permit Live/Work Units in the Office Professional (OP) zoning district, aligning with areas designated for mixed use.
- Community Improvement: Approval of a $37,900 contract for the installation of one Community Shade Stop and associated amenities is listed, funded through the Community Development Block Grant (CDBG) program.
- 4th of July Fireworks: Council will vote to approve a six-month contract extension with Starfire Corporation for the July 4, 2026 Red, White, & Boom Fireworks Display at a cost of $38,500.
City Attorney Executive Session
Following the open meeting, the City Attorney has requested an Executive Session to discuss pending litigation in the matter of The Estate of James Lowrey vs. Joshua Payne and the City of Titusville. This closed session is for the purpose of discussing litigation strategy and expenses.
