The City of Titusville’s City Council will hold its first regular meeting under newly elected Mayor Andrew Connors on Tuesday, November 26, 2024, at 6:30 p.m. at City Hall, 555 S. Washington Ave.
This meeting marks the start of a new chapter for the city, as Connors takes on his leadership role following his recent election. The agenda includes a wide range of topics, from board appointments to community initiatives, development proposals, and updates on city projects.
Board and Commission Appointments
The Council will consider several appointments and reappointments during the meeting:
- General Employees’ Pension Plan Board: Council members are expected to appoint one member to a three-year term ending November 30, 2027, and confirm another member chosen by the pension board trustees. Longtime member Terry Tolbert has expressed his willingness to continue serving, while Stan Retz’s reappointment by the board awaits Council confirmation.
- Titusville Environmental Commission (TEC): The Council will address TEC member Hector Delgado’s request for a two-month leave of absence in early 2025. They will also reappoint four regular members and one alternate to three-year terms and fill a vacancy with Tanya Hudson, a North Brevard resident with environmental expertise, for a term expiring in 2025.
Community Initiatives and Consent Agenda Highlights
Key community-focused items include:
- Tree City USA Certification: The city will submit its 2024 Tree City USA application to the Arbor Day Foundation, continuing its commitment to urban forestry. Titusville has held the designation by meeting standards such as maintaining a tree board, enacting a tree care ordinance, and funding forestry programs at $2 per capita.
- Titusville Christmas Parade Road Closures: A resolution approving the temporary closure of South Washington Avenue for the city’s annual Christmas Parade on December 14, 2024, is up for approval. The parade will travel from 150 S. Terrier Trail to Broad Street.
- Right-of-Way Extensions: The Council will vote on extending the deadlines for right-of-way vacation requests for Huntington Park and Falcon’s Roost developments by 365 days.
- Environmental Remediation Services: Titusville plans to adopt an Orange County contract to manage environmental remediation needs efficiently, with an estimated annual expenditure of $100,000.
Ordinances Under Review
Several proposed ordinances will be considered, with some undergoing first or second readings:
- Development Application Fees: Ordinance No. 45-2024 aims to consolidate fees related to zoning and development for easier compliance.
- Willow Creek Community Development District (CDD): Two ordinances propose boundary adjustments and the creation of a new CDD.
- Five-Year Capital Improvement Plan: The Council will review updates to the city’s 2025-2029 improvement schedule.
- Natural Gas Franchise Agreement: A new partnership with Florida City Gas to oversee the city’s natural gas facilities will be introduced.
New Business
The Council will update its members’ appointments to regional boards and committees, ensuring the city’s interests are represented. Additionally, approval is anticipated for a utility and annexation agreement with the developers of the 62-home Parrish Landing subdivision. Annexation will be deferred to a later date.
