Titusville City Council has approved the appointment of Taylor Engineering as the engineer of record for the Spaceview Park Walkway, granting them a $95,000 contract for Construction Phase Engineering Services. The authorization came during the City Council meeting on October 10, paving the way for Taylor Engineering to oversee the project’s next crucial phase.

The journey leading up to this point began on July 17, 2020, when the Community Redevelopment Agency (CRA) recommended awarding the contract for a feasibility study on the proposed connection between the park and the pier. Taylor Engineering of Jacksonville, FL, was selected to conduct the study and subsequently presented a project concept on February 9, 2021.


Following their presentation, the City Council requested Taylor Engineering to draft a proposal to finalize the design. On May 11, 2021, approval was given to move forward with the design phase, signaling confidence in Taylor Engineering’s vision for the park’s enhancement.

The bid for the construction was widely advertised on June 15, 2023, garnering attention from 1160 contractors, including 43 local businesses. The City facilitated a non-mandatory pre-bid meeting on June 27, 2023, attended by five potential vendors, indicating a healthy interest in the project from the construction sector.


After careful consideration, the construction contract was awarded to Rush Marine with a bid of $998,656.00 on July 20, 2023. This development marked a significant milestone in the Spaceview Park Walkway project’s progression. A Construction Meeting was held in October, with construction possibly starting this year.

The recent approval by the City Council authorizes the Mayor to execute the contract with Taylor Engineering. This decision underscores the City’s commitment to advancing the Spaceview Park Walkway project, which promises to enhance the recreational landscape of Titusville.
