City Council Meeting Highlights: Scholarships, Recycling Contract, and Sustainability Action Plan

The City Council will convene on Tuesday to discuss various topics, including reports from the Student Advisory Council, scholarships for local students, and multiple sustainability and infrastructure-related initiatives.

Student Advisory Council Annual Report and Scholarships
The 2022/2023 Student Advisory Council (SAC) will present their annual report, including recommendations and goals for the following year. The SAC also requests authorization to meet during the summer of 2023 to work on The Last Dance Video Project. Mayor Diesel will present scholarships to three seniors—Aiden Sperr, Aliyah Deimeke, and Savannah Sevor—who have participated in the SAC.

New SAC Membership Appointments
The proposed slate of students for the 2023/2024 SAC will be confirmed, with appointments made by their respective schools.

Commending Outstanding Students
Resolution No. 13-2023 will be approved, commending outstanding students from North Brevard Area Schools for the 2022-2023 academic year.

Single Stream Recycling Contract
A contract with WM Recycle America, LLC will be approved, providing sorting and sales of recyclable materials from Titusville. The annual projected cost is not to exceed $150,000.

Indian River Lagoon Grant Extensions
The Mayor will be authorized to execute amendments to two grant agreements, extending funding for the St. Johns 2 Baffle Box project and the Osprey Nutrient Removal Project.

Tactical Suits Purchase
A budget amendment will be approved to allocate $4,300 in forfeiture funds for the purchase of two Blauer High Gear tactical suits.

Utility Locates Contract
A contract with USIC Holdings, Inc. will be approved to perform utility locates for Titusville, with an estimated annual expenditure of $200,000.

Non-Motorized Traffic Data Sharing Agreement
The City Manager will be authorized to sign the FDOT Non-Motorized Traffic Data Sharing Memorandum of Agreement.

Antenna and Mobile Food Vendors Ordinances
The Council will conduct the second reading and final public hearing of two ordinances, one concerning antenna use and the other establishing regulations for mobile food vendors.

FY2023 Mid-Year Budget Review and Financial Update
The Council will approve mid-year budgetary change requests for General, Enterprise, and other Funds, authorize 1.5 new FTE’s, and affirm the FY2024 Strategic Plan. The City Manager’s Public Works – Water Resources reorganization will also be acknowledged.

Adoption of 2023 Sustainability Action Plan
The Sustainability Action Plan will be adopted, outlining the City’s commitment to environmental stewardship.

Parks and Open Space Draft Definitions and Standards Update
A status report on proposed amendments to the City’s Parks and Open Space regulations will be accepted, with approval given for the preparation of a draft ordinance.
