Ordinance No. 4-2021 Relating to Tiny Homes
In a story we posted in August last year, City Council recognized tiny-homes as a viable and affordable development option and provided advisability to staff to draft an ordinance amending the minimum living area requirements for residential units and allow tiny homes. City staff is recommending allowing tiny-homes as part of a pocket neighborhood concept.
The proposed ordinance states that the living space per tiny home unit shall be a minimum of 350 square feet and a maximum of 600 square feet.
THE ORDINANCE
This proposed ordinance allows for a cottage home development on a minimum two-acre site with a minimum of five residential dwelling units and common area of at least 6,500 square feet.
The proposed ordinance also states the location of the cottage home development will have to be able to provide water and sewer service and be adequate to support the cottage home development; and development is compatible with surrounding neighborhoods including traffic circulation, pedestrian access, visual impacts and scale of development.

A tiny house would also have to be designed, built and inspected consistent with the current Florida Building Code.
At a meeting on January 20, 2021, the Planning and Zoning Commission considered this ordinance and recommended approval, 6-0, as presented, (one member was not present during the vote.)

US1 Beautification Project – South to Grace
The City is looking to approve a contract award for US1 Beautification Project – South to Grace Project to J B’s Lawn Control of Titusville, Florida in the amount of $34,824.56 to provide nursery plantings, landscape material, and installation services to designated downtown Titusville areas.
Budget Amendment – CRA Repair & Maintenance Services, Landscaping Mulch
The City is looking to approve the Budget Amendment in the amount of $15,000 to fund the purchase of landscape mulch for the CRA District.
Additional Funding for an Emergency Purchase Order to KAG Specialty Products Group, LLC for Hauling Contaminated Stormwater
The City is looking to approve additional funds be allocated to an existing emergency purchase order to KAG Specialty Products Group, LLC in the amount of $120,000 for hauling of contaminated stormwater related to the sewer force main break at Sand Point Park and approve the associated budget amendment in the amount of $200,000 to fund the emergency hauling.
