The preliminary investigation revealed the suspect withdrew funds from the HOA bank account for his own personal gain from 2017 to 2020.

Titusville Police Detectives responded to the report of the stolen funds on September 9, 2020. Investigative evidence led to the subsequent arrest of the suspect, who was no longer the HOA president.

Rowe was booked into the Brevard County Jail.
