Apartments, hotels and shops may soon be built overlooking a scenic marina and rocket launches in Downtown.
Pompano Beach-based KD Construction of Florida Inc. wants to develop 384 luxury apartments that rise eight stories, two parking garages and potentially hotel and retail space for a site south of U.S. Highway 1 and north of Garden Street, according to plans submitted to the St. Johns Water Management District.
The project, called Horizon at Sand Point, may cost in excess of $73 million to build, based on industry standards, and would create at least 730 temporary construction jobs. It would also bring new homes to the fast-growing Brevard County city.
Other parties involved in the project include Titusville-based Epic Consultants of FL as civil engineer; Deerfield Beach-based CES Design Group Inc. as architect; Boca Raton-based Craig A. Smith & Associates as surveyor; Ft. Lauderdale-based Architectural Alliance Landscape as landscape architect; and Ormond Beach-based LTG Engineering and Planning as traffic consultant.
Apartment amenities may include a 24-hour fitness center, business center, clubhouse, pool, table tennis, video games, dog park and more, according to the project’s website. In addition, the buildings will be built with “durable concrete and hurricane impact glass to ensure safety during hurricane season.”
The developer is in its second round of site plan review with the city of Titusville, said Tim Ford, redevelopment planner with the city of Titusville. The developer has not submitted building plans to the city. The project must also obtain approvals from the city’s community redevelopment agency before construction may begin.
Pompano Beach-based Hsp Titusville LLC — an entity tied to KD Construction of Florida — bought the 14.1-acre property for $2.8 million in April 2019, according to real estate research firm Reonomy. Sands Point LLC was the seller.

The mostly vacant site was the location of the former Big Apple Plaza retail center before it was vacated and razed.
Demand for apartments
New jobs from the defense and space industries are creating demand for more homes and apartments in the area, said Holly Carver, owner of Titusville-based real estate company Rocket City Real Estate, which is not involved with the project. Homes are hot in the area, and some are selling in roughly four hours, she said, showing demand for residential in Brevard County.
“It’s such a beautiful location,” Carver said.

In addition, this proposed new apartment complex will be in demand due to its walkability to downtown Titusville and its views of the marina and rocket launches.
