The Titusville City Council will meet Tuesday to consider several high-priority items, including the approval of three-year collective bargaining agreements for police and fire personnel and a formal study to determine the future of the former Royal Oak golf course.
The meeting is scheduled for 6:30 p.m. at City Hall.
Public Safety Labor Agreements
Council members are expected to approve successor agreements with the International Association of Firefighters (IAFF) Local 2445 and the Fraternal Order of Police (FOP). The proposed contracts run through September 30, 2028, and include retroactive pay to December 29, 2025.
Key provisions in the firefighter contract include a transition to a 24/72-hour work schedule starting in 2027 and an increase in the maximum compensatory time accrual to 480 hours. The police agreements include increasing annual shoe allowances to $200 and implementing a 3% benefit accrual rate for new pension plan members starting in 2027.
Royal Oak Redevelopment Study
The city is moving forward with a formal strategies report for the 150-acre former Royal Oak golf course. The council will vote on a $77,510 task order for AECOM Technical Services to analyze various redevelopment scenarios.
The study will evaluate five options: maintaining existing conditions, a stormwater park, a recreation park, and two additional scenarios involving residential or mixed land uses. The project includes two public input meetings and is expected to be completed in November 2026.
City Infrastructure and Protection
The Consent Agenda also includes several urgent infrastructure and environmental items:
- Wellfield Protection: Staff is seeking authority to bid up to $30,000 at a public auction for lots in the Sun Valley subdivision. These properties are contiguous to existing city-owned land used for wellfield protection.
- Emergency Signal Repair: Council will consider confirming a $26,389 emergency purchase order for the removal of structurally deficient traffic signal mast arms at State Road 50 and U.S. 1.
- Main Street Accreditation: A resolution of commitment is on the table to support the continued advancement and accreditation of Mainstreet-Titusville, Inc. through the Florida Department of State.
Public Purpose Variances
Under a quasi-judicial hearing, the city will consider variances for the Singleton Tennis Courts at 665 North Singleton Ave. Brevard County Parks and Recreation is requesting to exceed maximum impervious surface limits to add four pickleball courts, a new restroom building, and a paved driveway.
The property is located within an Area of Critical Concern and potable water wellhead protection zones, which normally limit such coverage to between 20% and 40%.
Gateway Improvements
The council will provide direction on a proposed $78,700 feasibility study to improve landscaping at 10 major city gateways and intersections, including Garden Street at U.S. 1 and State Road 50 at Barna Avenue.
