The Titusville City Council is preparing for a high-stakes regular meeting on April 28, 2026, focusing heavily on massive infrastructure investments, community ordinances, and mid-year budget reviews. The meeting will take place at 6:30 PM in the Council Chamber at City Hall.
The council will review several key municipal agreements, starting with the acquisition of a new stormwater vacuum truck under a five-year lease costing $122,512.39 annually, plus a $16,500 maintenance agreement. The agenda also includes a vote to award a $349,981.25 contract to Universal Contracting and Construction for the First Avenue Sidewalk and Roadway Improvement Project.
Additionally, the city is looking to terminate a 1993 agreement in order to initiate a new ten-year license agreement with Creative Outdoor Advertising of America Inc., which will modernize the local bus bench program.
Two significant local laws are scheduled for public hearings and final readings. Ordinance No. 9-2026 aims to establish formal review and approval procedures for Certified Recovery Residences. The Planning and Zoning Commission has recommended approval with eleven specific conditions, including requiring application fees, mandating inspections by both the Building and Fire Departments, and establishing rules for automatic license revocation if a facility loses its certification or is abandoned.
The council will also address Ordinance No. 10-2026, which regulates truck traffic on residential streets. This ordinance features a friendly amendment ensuring the city reserves the right to restrict access during construction activities to reduce the impact on local neighborhoods.
In terms of ongoing business and municipal finance, the council will consider Resolution No. 07-2026, which repeals previous 1997 rules to establish revised quasi-judicial procedures. City staff will present funding options to advance the Titusville Economic Development Organization, seeking specific direction from the council.
The council will also vote on a $96,290 engineering consulting contract with CDM Smith, Inc. to conduct a Brackish Water Source Feasibility Study. Following this, the council will conduct the Fiscal Year 2026 Mid-Year Budget Review, which involves budgetary changes across the General Fund, the Community Redevelopment Agency, and other municipal funds.
The most substantial financial decisions of the evening revolve around major infrastructure and technology projects. A massive $748,500.72 task order will be considered for Geosyntec Consultants to conduct a comprehensive Stormwater Master Plan Flood Assessment.
The council will also vote on a $4,498,485 contract with Masic General Contractor, Inc. for improvements to the Knox McRae Master Pump Station. Furthermore, an even larger $5,669,437 contract for the Blue Heron Filter Upgrade project will be considered for award to L7 Construction, Inc.. Finally, the city plans to vote on a $501,910 upgrade to migrate its BS&A software to a cloud-based platform
