The City of Titusville City Council is scheduled to hold a regular meeting on Tuesday, February 24, 2026, at 6:30 PM in the Council Chamber at City Hall.

Boards and Commissions
• Student Advisory Council: The Council will consider a request from the 9th and 11th-grade representatives from Astronaut High School to retain their seats. Both students automatically forfeited their positions after missing three consecutive regular meetings, but they have requested the City Council’s authorization to excuse the absences and continue serving.
Affordable Housing Advisory Committee: Under Resolution No. 4-2026, the Council will vote to reappoint seven existing members to the AHAC, remove one member for lack of attendance, and appoint Monifa Watson as a new member.
Hospital District Board Report: The North Brevard County Hospital District Board will present its Semi-Annual Report. The report details Parrish Medical Center’s recent milestones, including a $25 million technology investment to improve patient care coordination, legal victories against Omni Healthcare, and the reopening of the Parrish Health and Fitness Center in partnership with the YMCA. No action is required for this presentation.
Consent Agenda The Consent Agenda contains routine items bundled for a single vote of approval:
SHIP LHAP Amendment #2: The Neighborhood Services Department is requesting an amendment to the 2022-2025 State Housing Initiative Partnership (SHIP) Local Housing Assistance Plan (LHAP). This change would broaden the “Affordable Rental Development” strategy so that the City’s SHIP grant can cover new construction development costs—like site development and building construction—rather than being limited solely to utility connection and permit fees.
Water Allocation Permit: The Council will vote to authorize a water supply capacity allocation permit for a proposed concrete ready-mix plant at 7600 South US Highway 1. The project requires 10,300 gallons of water per day, representing 3.5% of the excess capacity at the Mourning Dove facility.
Medical Equipment Grant: The Titusville Fire Department is seeking approval to accept a $21,076.39 grant from the Jess Parrish Medical Foundation. The funds will be used to purchase a LUCAS 3, v3.1 Chest Compression Device for Engine 14, ensuring that a mechanical CPR device is available at every station in the city.
Titusvillage Section Nine HOA Amendment: The Council must act on the fourth amendment to the Declaration of Covenants, Conditions, and Restrictions for the Titusvillage Section Nine subdivision. The proposed changes govern definitions, voting rights, residential home colors, fences, tree removal requirements, storage, and rental rules.
Ordinances & Public Hearings
Conditional Use Permit No. 9-2025: This application proposed a 4,853-square-foot convenience store with 14 fuel pumps on a 14.70-acre parcel at the northeast corner of Dairy Road and North U.S. Highway 1. The item has been withdrawn from the agenda by the applicant following staff’s recommendation of denial due to the proposed driveway crossing over the Coast-to-Coast Regional Trail.
Tranquility Development Agreement Fifth Amendment: The developers of “Tranquility” (formerly Antigua Bay), a 340+ acre mixed-use community, are requesting a fifth amendment to their development agreement. The highly contested amendment asks to increase building heights from 100 to 150 feet, reduce required landscape buffers, alter small-scale platting rules, allow accessory structures in a 50-foot road setback, and allow phased land clearing and stockpiling of fill.
The Planning and Zoning Commission unanimously recommended denial (6-0) on February 18, 2026, citing concerns over the interpretation of the height overlay, the lack of definition regarding land clearing, and deviations from standard platting procedures.
Old Business
Christian Court Townhomes Preliminary Plat: Continued from the January 29 meeting, the Council will review the preliminary plat for the Christian Court Townhomes. The Planning and Zoning Commission previously recommended approval (7-0) but asked the developer to consider adding a hammerhead turnaround on a dead-end street abutting Tracts K and L.
Mayor, Council, and City Manager Reports
Mayor’s Report: The Mayor will provide his individual report, which features two notable attachments. The first is a letter from HUD outlining the Annual Community Assessment for Program Year 2024, noting that the City needs to spend $194,771 by August 2, 2026, to meet CDBG timeliness requirements.
The second is a mass layoff and plant closing notice from ILLUMUS, indicating they will permanently close their facility at 320 Knox McRae Drive, terminating 84 employees between April and September 2026.
