Titusville City Council is set to address a range of critical financial and infrastructure decisions at its regular meeting on Dec. 9, 2025, at 6:30 p.m.

Key agenda items include approving a budget that raises the raw water rate and finalizing multi-year contracts for investment advisement and employee services.

The meeting, held in the Council Chamber at City Hall, will also cover a pending litigation settlement and the advancement of federally funded hurricane repair projects.

Budget Includes Raw Water Rate Increase
On the Consent Agenda, Council will consider approving the Titusville/Farmton (TIFA) LLC FY 2026 Budget. This budget outlines an increase in the cost of raw water supplied to the city.

The raw water rate is projected to increase from the current $1.29 to $1.35 per thousand gallons for the upcoming fiscal year. This item, which is typically approved with other routine matters, formalizes the budget prepared collaboratively by City and Farmton staff.

Financial and Employee Contracts on Tap
The Council plans to move forward with a crucial five-year contract for Investment Advisor Services. The agreement with U.S. Bancorp Asset Management, Inc. DBA PFM Asset Management will manage the City’s cash flow and investment portfolios.

Staff recommended this approach through a “piggyback” agreement, utilizing an existing, competitively bid contract held by Brevard County.

Also scheduled for approval is a three-year contract for a new Citywide Employee Assistance Program (EAP) Services provider. The award to ESI dba/Employee Assistance Group follows a competitive evaluation and tie-breaking process.

Infrastructure Projects and Grant Funding Advance
Several infrastructure projects are poised for action, focusing on disaster preparedness and recovery.

Council is expected to approve a bid of $29,792.40 from Alternative Energy Services, Inc. for the purchase and installation of a 20-kilowatt diesel generator at the Records Annex facility. The project is predominantly funded through a federal Hazard Mitigation Grant Program, enhancing the City’s resilience.

Furthermore, staff is seeking authorization to negotiate a contract with the top-ranked firm for Professional Engineering Design Services for the vital City Marina Hurricane Repair Project. Finalizing this selection is a necessary step to begin planning and design for the repairs.

Litigation and Other Actions
Under the City Attorney’s report, Council is scheduled to vote on approving the settlement of pending litigation in the case of Liston, et al. vs. City of Titusville. Approval would grant the City Manager the authority to execute the final settlement documents.

The agenda also includes several appointments, such as the reappointments of William Specht and Billie Fitzgerald to the North Brevard County Hospital District Board. Council will also fill an unexpired term on the North Brevard Commission on Parks and Recreation by appointing Laura Whitten.

The second reading and public hearing for a Comprehensive Plan Amendment regarding the Gemini Lakes (Royal Oak Golf Course) property is expected to be tabled until the Jan. 13, 2026, meeting.

Public Participation Encouraged
Residents are strongly encouraged to attend the City Council meeting on Dec. 9 at 6:30 p.m. at City Hall to voice their opinions and concerns regarding the raw water rate increase, infrastructure decisions, and any other agenda items. Public input is a vital part of the legislative process.
