The Titusville City Council will convene Tuesday, Nov. 25, 2025, to vote on a restructuring of the city’s economic development strategy, a feasibility study for a potential new police headquarters, and various zoning ordinances.

The meeting is scheduled for 6:30 p.m. in the Council Chamber at City Hall, 555 S. Washington Ave.

Post-NBEDZ Economic Strategy
City staff will present a new framework for economic development following the May 2025 dissolution of the North Brevard Economic Development Zone (NBEDZ). The proposed strategy recommends establishing a seven-member Economic Development Organization (EDO) board.

Under the proposal, each city council member would appoint one director, and the council would select two at-large members from candidates nominated by the Chamber of Commerce. The city manager would appoint an executive director funded by the city’s general fund to ensure accountability.

Staff recommendations also include creating a “Seed Fund Loan-Grant Program” and evaluating the establishment of a 20-year Tax-Increment Financing (TIF) district to provide ongoing funding.

Potential New Police Headquarters
On the consent agenda, the council will consider a task order with AECOM Technical Services Inc. for $150,000. The funds would cover a feasibility assessment and due diligence review for the potential conversion of the property at 6350 Horizon Drive into a new Titusville Police Department Headquarters and Emergency Operations Center.

Downtown Safety Enhancements
Also on the consent agenda is a proposal from the Florida Department of Transportation (FDOT) for interim safety improvements along U.S. 1 in downtown Titusville. While a full resurfacing project is scheduled for 2029, these immediate enhancements are designed to improve pedestrian safety.

Proposed changes include the installation of Rectangular Rapid Flashing Beacons (RRFBs) at midblock crossings, speed radar feedback signs, and “Pedestrian Crossing Ahead” pavement markings.

Consent Agenda Details
The council will vote on the following items collectively as part of the consent agenda:

  • Water and Sewer Financing: A resolution declaring the city’s intent to reimburse itself from future tax-exempt financing for capital improvements to the water and sewer system. Projects include the Mourning Dove Treatment Plant and Master Pump Station replacements.
  • Child Car Seat Program: Authorization to purchase 24 child passenger seats using $2,200 from the Child Car Seat Safety Program restricted funds.
  • Water Treatment Plant Upgrade: Approval of Amendment No. 6 with Wright Pierce, Inc. for $76,040 for continued professional services regarding the Mourning Dove Water Treatment Plant Solids Train Upgrade.
  • Christmas Parade: Authorization for road closures associated with the Titusville Christmas Parade scheduled for Dec. 13, 2025, pending FDOT approval.
  • Victim Advocate Grant: Acceptance of a $54,317 Victims of Crime Act (VOCA) grant for Fiscal Year 2026 to fund the police department’s Victim Advocate position.
  • 911 Training Funds: Reclassification of $33,627.59 in state-distributed funds to allow for operational training use by the Titusville Police Department 911 Center.

Ordinances and Public Hearings
The council will conduct the second reading and public hearing for Ordinance No. 40-2025. This ordinance amends the City Code to increase the reporting requirement for properties holding mortgages in default from annually to biannually.

Also scheduled for a second reading is Ordinance No. 41-2025, regarding the Public (P) Zoning District. This amendment would allow non-profit and non-governmental organizations working for public welfare to operate within the district. It specifically adds “community centers,” “community service,” “convention centers,” and “vocational schools” as permitted uses.

Development Items Continued
Two major development items scheduled for the meeting are expected to be tabled at the request of the applicants:

  • Tranquility Development: The applicant for the Tranquility Development Agreement (Fifth Amendment) has requested the item be tabled until the Jan. 13, 2025, council meeting.
  • Sunset Development: The applicant for the annexation and rezoning of 24.83 acres at 125 Precision Way has requested a continuance to the Jan. 27, 2026, meeting. The Planning and Zoning Commission previously recommended denial of the annexation and land use changes.

Organizational Business

In new business, the council will select a Vice-Mayor for the upcoming year and designate the Chair and Vice-Chair of the Titusville Community Redevelopment Agency. The council will also update member appointments to outside agencies.

Additionally, the council will vote on an employment agreement for David Austin Melito to serve as Assistant City Attorney, with an annual base salary of $100,200.

Board Appointments
The council is expected to appoint Kevin Cook as the city’s alternate member to the Titusville/Farmton Water Resources Management Committee. Three regular members will also be appointed to the Titusville Environmental Commission for terms expiring in 2028.
