The Titusville Planning and Zoning Commission will address a controversial proposal that could pave the way for a heavy manufacturing bleach processing facility near residential areas in the southern part of the city.

The project, named Sunset Development, seeks a voluntary annexation and a Small Scale Amendment (SSA) to change the land-use and zoning of a 24.834-acre property on 125 Precision Way.

The proposal by applicant Kimberly B. Rezanka on behalf of the owner, Allied New Technologies 3, Inc., involves several key changes to the formerly unincorporated Brevard County land:

  • Annexation into the City of Titusville.
  • Changing the Future Land Use from the county’s Planned Industrial to the city’s Industrial designation.
  • Rezoning the property from multiple county classifications (Planned Industrial Park, Light Industrial, General Retail Commercial) to the city’s Industrial (M-2) zoning district.

Project Details and Key Concerns
The land currently holds a vacant building that was previously used as an appliance store. The applicant’s intent is to develop a heavy manufacturing plant with the specific initial project being a bleach processing facility.

The applicant is requesting annexation to connect the property to City water and sewer services. A staff report on the proposal revealed several critical details and considerations:

  • Heavy Industrial Use: A bleach processing facility is classified as a Heavy Industrial use under the proposed M-2 zoning and would require a Conditional Use Permit.
  • Water Usage: Based on the maximum buildout potential, the facility could use an estimated 250 thousand gallons of water per day. Staff noted that utility services are available but suggested the City might request a detailed analysis or a concept plan to determine the true impact on services.
  • Traffic Impact: An applicant-submitted traffic analysis anticipates the rezoning will actually result in a decrease in total average daily trips (ADT) compared to the potential buildout under the current County’s General Light Industrial zoning.
    • County General Light Industrial (Pre-Annexation): 11,543 ADT
    • City Manufacturing (Proposed FLU/Zoning): 4,540 ADT
  • Environmental Features: The property contains approximately 20.31 acres of uplands, 1.28 acres of wetlands, and 0.35 acres of surface waters that will need to be addressed through permitting, avoidance, or mitigation during development. A preliminary survey found no gopher tortoise burrows but recommended a formal survey due to the presence of suitable habitat.

Staff Recommendation and Buffering
City staff found the annexation and proposed future land use/rezoning consistent with the City’s Comprehensive Plan, noting that the character of the surrounding area is primarily industrial.

To ensure compatibility, particularly with commercial and residential areas across U.S. Highway 1:

  • The M-2 zoning will require a 30-foot Type D landscape buffer along U.S. Highway 1 to provide an attractive gateway into the city.
  • A 10-foot, Type A landscape yard (buffer) is required for the remaining perimeter that abuts adjacent industrial uses and zoning.

  4. About 2.5 hours north in Columbia county. Lake City has a corporate center / business center in the early development stages. Perhaps with interstate and railway access. A bleach plant could be built there away from homes and businesses.
