A Titusville man faces a felony charge of sexual battery on a child under 12 after a woman reported historical abuse from the early 2000s, according to an arrest warrant affidavit filed October 2, 2025.

Tahn Shea Maggard, 50, of 1770 Windover Oaks Cir , was the subject of an investigation by the Titusville Police Department after a woman came forward on September 29, 2025, to report the alleged abuse. The affidavit, filed in the Eighteenth Judicial Circuit Court in Brevard County, lays out a series of allegations spanning several years.

The Allegations
According to the report, the victim told Detective Ashley Kube that the abuse began in the early 2000s, when she was a young child, and continued for years. She stated the abuse happened so frequently it “became a ‘way of life for us’”.

The victim alleges Maggard would call her into his room and sexually abuse her, including touching her breasts and genitals, digitally penetrating her, and forcing her to touch him.

She also told police that Maggard would mentally manipulate her, telling her things like “This is fun isn’t it” and that she would be in trouble if she told anyone.

The victim stated she has suffered from anxiety, anger, and depression since childhood as a result of the alleged abuse. She was motivated to come forward after joining a recovery group at her church. She also expressed fear that there could be other victims, noting that Maggard has worked in children’s ministries and daycares.

Police Investigation and Recorded Call
The investigation culminated in a police-monitored text message exchange and phone call between the victim and Maggard on October 1, 2025.

According to the affidavit’s transcript, when the victim messaged Maggard, he initially responded, “My past is history” and “I was in a dark place”. He later wrote, “I’m shameful for what I’ve did for years”.

During the subsequent phone call, Maggard allegedly admitted to touching and kissing another individual the victim mentioned. While he initially told the victim he didn’t remember abusing her, he stated, “Yes, yes I believe you or you would not have reached out” and “if you say I did it, I did it”.

Later in the conversation, the affidavit states Maggard’s memory appeared to return. When the victim mentioned him taking her into his bedroom, he asked if they watched movies, and then stated, “I remember kissing you. And I shouldn’t of”. He followed up by saying, “I remember touching you. And I shouldn’t of”. When asked if he remembered it happening many times, he allegedly replied, “Yeah and I’m sorry. I’m sorry I hurt you”.

Arrest and Charges
Based on the victim’s sworn statement and the recorded admissions, Detective Kube established probable cause for Maggard’s arrest. The affidavit requested a warrant and Tahn Shea Maggard was arrested for sexual battery of a child under 12 years of age, a violation of Florida Statute 794.011(2)(a). At the time of the alleged crimes, Maggard was between 25 and 30 years old.
