Titusville City Council will hold a public hearing and second reading tonight, Oct. 28, on a significant industrial annexation and rezoning, alongside key amendments to the city’s Comprehensive Plan. The meeting begins at 6:30 p.m. in the Council Chamber at City Hall.

Golden Knights Industrial Annexation Advances
The Council is set to consider the second reading and public hearing for Small Scale Amendment (SSA) Application No. 6-2025. This action involves the voluntary annexation of approximately 9.18 acres located south of Golden Knights Boulevard and east of Tico Road.

The request would change the land’s Future Land Use from Industrial (Brevard County) to the city’s Industrial designation. It would also rezone the parcel from Light Industrial (IU) (Brevard County) to the city’s Industrial (M-2) zoning district. The Planning and Zoning Commission (PZC) unanimously recommended approval on Oct. 8 with a seven-to-zero vote.

New Residential Development Proposed for State Road 405
Council members will also review the first reading of ordinances for SSA Application No. 2-2024, concerning a site near the intersection of South Singleton Avenue and S.R. 405/South Street.

The proposal would amend the Future Land Use Map for the property, moving 11.25 acres from Low Density Residential to the Conservation designation while changing 0.44 acres from Conservation to Low-Density Residential.

The corresponding rezoning would change nearly 28 acres to a Planned Development (PD) zoning district. The PZC recommended approval of this item six-to-one, with one member citing concerns about the proposed development’s impact on conservation land.

Conditions added by the PZC include a 40-foot maximum building height and mandated cross-access to the Forest Hills Baptist Church parking lot. The public hearing for this item is scheduled for Nov. 11, 2025.

Comprehensive Plan Review and Key Contract Awards
In other legislative action, the Council will hold a second reading and public hearing to approve the transmittal of the Evaluation and Appraisal Review (EAR) Based Amendments to the Comprehensive Plan to the State Land Planning Agency.

The PZC previously recommended two changes, including adding language to “Encourage Brevard Native landscaping” and deleting Conservation Element Policy 1.6.8.

The Consent Agenda, typically approved with a single vote, includes several administrative and contractual items:

  • Strategic Plan: Adoption of the updated Economic Development Strategic Plan as presented by the East Central Florida Regional Planning Council.
  • Infrastructure Contract: Approval of a contract award of $893,000 to SDV Service, LLC for the Indian River Force Main Completion Project.
  • Police Funding: Approval of a $24,999 grant from the Florida Department of Law Enforcement (FDLE) for the purchase of a new drone for the Titusville Police Department.

Additionally, the Council will consider the reappointment of four regular members and one alternate member to the Historic Preservation Board for new two-year terms expiring Oct. 31, 2027.

The agenda also includes a request from the Titusville Environmental Commission to allocate staff time to review and revise policies aimed at strengthening the protection of wetlands on smaller parcels.
