Meeting Time & Location:
Tonight’s Planning and Zoning Commission meeting will be held at 6:00 PM in the Council Chamber, City Hall (555 South Washington Avenue).

Residents wishing to speak on any public hearing item must fill out an Oath Card (available at the chamber entrance). Speakers may present photos, sketches, or other documents as evidence for commission consideration—these are retained by the city.

1. Golden Knights Boulevard Industrial Annexation, Rezoning & Comprehensive Plan Amendment:

  • Hearing on annexation and rezoning of two parcels (totaling 9.18 acres) south of Golden Knights Blvd and east of Tico Road.
  • Proposed change: Current Brevard County Light Industrial zoning to City of Titusville’s Industrial M-2 zone.
  • Expected outcomes: More flexible industrial/commercial use, potential for up to 399,880 sq. ft. of buildout, and direct connection to city utilities.
  • Neighborhood impact:
    • Increased building setbacks and landscape buffers, especially along airport-adjacent roads.
    • Traffic impact is estimated at 1,625 additional daily trips—traffic study to be performed.
    • Environmental assessments show possible wetlands and one gopher tortoise burrow—further permitting and surveys required.
    • Residents near the Space Coast Regional Airport should note that new constructions will need FAA and state approval for heights over 25 feet.
    • A public hearing on City Council’s final decision will be held October 28, 2025.

2. Cold Spot Food Truck Conditional Use Permit (CUP2-2025):

  • Proposal to allow a mobile food vehicle in the IRCN-C district.
  • Staff recommendation: Not to approve unless specific conditions are met (including operational limits, location buffers, parking/landscaping plans, and strict waste disposal rules).

3. Harbor Lakes Subdivision Final Plat Approval:

  • Decision on the final plat, covenants, and bonds for the Harbor Lakes development north of Knox McRae Drive.

4. Comprehensive Plan Updates—EAR Transmittal:

  • Vote on forwarding Evaluation and Appraisal Review amendments to state planning authorities.
