The Titusville City Council is set to discuss a significant issue that could reshape the city’s landscape: the redevelopment of golf courses.
The discussion is scheduled for the upcoming City Council meeting on August 8, 2023, at 6:30 PM at City Hall.
This topic comes on the heels of a proposal by Brooklyn-based real estate development firm, Toulon Apartments MS LLC, to transform the 149-acre Royal Oak Golf Course & Country Club into a residential project.
As we reported in April, the proposed development includes 1,038 residential units, including apartments, townhomes, and single-family lots. However, the proposal has sparked concerns among local residents about the environmental impact and increased traffic.
The City Council’s upcoming discussion follows a previous ordinance from 2015. Ordinance No. 11-2015 established a one-year moratorium on the redevelopment of golf courses, providing the staff with time to study the implications, gather public input, and develop recommendations and policies.
Currently, the City’s Comprehensive Plan and Land Development Regulations (LDRs) do not specifically address golf courses. They are mentioned in several zoning districts, but no specific criteria for golf courses are established within the LDRs.
The redevelopment of golf courses presents a host of issues, including the potential loss of open space, compatibility with existing land use, stormwater management, access, density, buffers, height, form of development, view-shed, and environmental concerns.
Titusville is home to two golf courses: Royal Oak and La Cita, which cover a total land area of approximately 260 acres. Both courses have unique histories and contribute significantly to the city’s recreational offerings.
The next steps in this process involve public participation, the development of Comprehensive Plan Amendments, and the drafting of Land Development Regulations.
