Suspect Arrested in Connection to Titusville Homicide on Palmetto Street

Titusville, April 27, 2023 – Authorities have arrested a suspect in connection with the fatal shooting that took place in the early hours of Monday, April 24, on Palmetto Street in Titusville.

Dominic Bland was apprehended by the Brevard County Sheriff’s Office on Wednesday, April 26, off Dairy Road in North Titusville.

As previously reported, Titusville Police Department detectives were investigating a homicide involving a male adult who was fatally shot inside a residence on the 600 block of Palmetto Street.

The caller reported hearing gunshots and screaming from the downstairs residence, believing someone had been shot.

Upon arrival, officers discovered the body of a deceased male, later identified as Carl Wigfall, born November 30, 1966, inside the residence. Wigfall was found lying on the floor behind the couch in a pool of blood, with several apparent gunshot wounds to his hand, shoulders, and face.

Police also recovered eight 9mm shell casings near Wigfall’s body and another 9mm shell casing in the bathroom.

Detective Justin Williams conducted an interview with an eyewitness who provided a sworn, audio and video recorded statement. The eyewitness revealed that Dominic Michaud Bland, also known as “Donkey,” was involved in a verbal altercation with Wigfall before the shooting.

According to a police affidavit, the argument reportedly began when Wigfall confronted Bland about consistently returning home between 4 a.m. and 6 a.m., which upset Wigfall.

According to the eyewitness, Bland shot Wigfall twice while he was seated, pushed him off the chair, and then stood over his body, shooting him several more times. After the shooting, Bland allegedly said, “See what happens,” or something similar, according to the eyewitness.

When asked why he shot Wigfall, Bland reportedly stared at the eyewitness and did not respond. The eyewitness stated that Bland fled the scene in a red or silver Jeep

The police affidavit says that Detective Williams showed the eyewitness a photograph of Bland to confirm his identity as the shooter. Upon seeing the photograph, the eyewitness became emotional and questioned why Bland killed Wigfall.

The suspect, Dominic Bland, was arrested with the assistance of the Brevard County Sheriff’s Office and was taken into custody without incident.

Bland has been charged with First Degree Premeditated Murder, Felony Fleeing and Eluding from Law Enforcement, 2 counts of Violation of Probation, Resisting Arrest, and Driving with a Suspended License with Knowledge
